Finnish & Estonian Public Service Top Executives Boot Camp at Urban Mill: Innovation needs government – Government needs innovation

Finnish and Estonian public sector leaders workshopped intensively in a two day boot camp held 3-4 March at Urban Mill in Aalto University Campus area in the heart of Espoo Innovation Garden.

The idea of a joint development program for Public Service Top Executives derived from a situation where Estonian and Finnish government institutions responsible for executive development recognized the similarities in the core challenges their Top Executives were facing as well as the expectations they had to meet. In a context where we are facing the challenges of the “New Normal” characterised by slow economic growth, high unemployment, higher volatility and level of uncertainty, Estonia and Finland need to prepare for new challenges by maximising their limited human and financial resources and accelerating innovation in public service.

Whole-of-Government Approach is needed in both countries

According to the OECD public governance reviews of Estonia (2011) and Finland (2010), one of the key challenges for public administration of both countries is to achieve a single government approach and work together with a society as a whole. The future success depends largely on the ability to tackle cross-ministerial challenges. Hence, strategic planning and finding innovative approaches in everyday work should cross the areas of responsibility.

WP_20150303_001However, cutting the traditional administrative and sectorial boundaries and replacing them with collaborative bridges with other organisations, requires a change in organisational culture and guides the leaders of public administration to work in new ways. A whole-of-government approach requires a new level of cooperation and collaboration across the public administration as well as between other stakeholders. Public sector needs its leaders to initiate the desired changes, come up with new ways of cooperation and together create a culture that would make innovation happen. As the whole-of-government approach is set as a priority both in Estonia and Finland, also the current development program aims to encourage the horizontal co-ordination and collaborative leadership in the process of innovative policy design and implementation.

Urban Mill follows ”Prototyped in Espoo Innovation Garden” ventures!

Otaniemen Innovation Alleylla 2013 protottu tavaroiden kimppakyytipalvelu PiggyBaggy valittiin EU:n innovaatio-ohjelmaan. Toimitusjohtaja Harri Paloheimolle syntyi ajatus palvelusta omasta elämästä: kookas kodinkone piti saada huoltoon, mutta perheellä ei ollut autoa. Joku läheistä reittiä kulkeva olisi varmaankin voinut kuljettaa tavaran? Tästä kiteytyi ajatus palvelusta, joka yhdistäisi tavaroiden kuljetustarpeen ja kuljettajat: palvelu tarjoaa tiedon tarpeesta ja kuljetuskapasiteetista, auto ja asiakas kohtaavat, auton omistaja kuljettaa tavaran sovitulla summalla ja näin optimoidaan kuljetuskustannus.

Hän uskoo, että viiden vuoden kuluttua PiggyBaggy on lyönyt läpi vähittäiskaupassa ja kuntasektorin palveluissa, ja tavarakimppakyytipalvelun lisäksi asuinalueilla on käytössä älykontit, joihin tavaroita toimitetaan verkkokaupoista kimppakyydeillä.”

Ryhmien ristiflowta Urban Millissä 3.3.

Mylly täyttyi taas tänään ihmisistä ja kohtaamisista. Tässä muutamia välähdyksiä tämän päivän flowsta.

Aamulla paikalle saapui Aalto University Executive Education Oy:n ”BIM-tietomallintamisen prosessit ja yleiset vaatimukset rakennushankkeissa” -kurssin osallistujat, jotka Urban Milliin tutustumisen jälkeen valtasivat Urban Caven koko päiväksi.

Samanaikaisesti alkoi Valtiovarainministeriön kaksipäiväinen julkisen sektorin ylimmän johdon Suomi-Eesti -valmennusohjelma Innovation Boot Camp Urban Scenellä. Tapahtumassa puhumassa mm. valtiosihteeri Olli-Pekka Heinonen (vasemmanpuolinen kuva). Campia fasilitoimassa Innotiimi Oy.

Tämän jälkeen paikalle saapui parinkymmenen innovaatiotoimijan vierailijatyhmä Tanskan Bornholmista Aallon MIND-tutkimusryhmän yli-innovaatioarkkitehti Anssi Tuulenmäen vieraana. Tanskalaiset tutustuivat Urban Millin toimintamalliin ja paikalla olleisiin toimijoihin. Urban Caven videoseinän edessä Aalto-yliopiston Rakennustekniikan laitoksen apulaisprofessori Vishal Singh.

Tanskalaisten jälkeen vuorossa oli tsekkien kahdeksanhenkinen ryhmä neljän eri yliopiston teknologiasiirrontoimistoista Jyväskylän Business Arena Oy:n järjestämällä vierailukäynnillä. University of South Bohemia  – sosiaali- ja terveysala, maatalous, kalatalous, kauppatieteet, kasvatustieteet; Masaryk university  – mm. lääketiede, lakitiede, kasvatustieteet, liikunta, kauppatieteet, tietotekniikka; Mendel University in Brno – maatalous; VSB-Technical University of Ostrava – kone- ja metalliala. Oikeanpuoleisessa kuvassa Urban Millin kumppaniksi tulleen Business Arenan Toni Pienonen on juuri saanut Millin avaimen.

Useat Urban Millin pk-yrittäjät työskenetelivät koko iltapäiväin yhdessä ja erilleen Kitchenissä, kun Scenen tilat olivat kokonaisuudessaan VM:n Innovation Campin käytössä ja muissakin tiloissa oli tunkua. Aamupäivän Digilen co-creative intellligence suunnittelupalaverin jatkoilla mm. Janne Saarikko Urban Millin perusjengin kanssa. Espoon kaupungin kansainvälisten asioiden päällikkö Glenn Gassen (kuva oikealla) oli myös keittiössä työstämässä Espoo Innovation Garden -asioita ja tapaamassa Urban Millin kansainvälisiä vieraita.

Kolme uutta kemian tekniikan diplomi-insinööriä työmarkkinoille – unohtumaton päätös opiskeluille yhteisvalmistujaisissa Urban Millissä

Juhlimme 7.2.2015 valmistujaisiamme Otaniemen Urban Millissä. Pohdittuamme eri vaihtoehtoja tilan suhteen päädyimme Otaniemen kasvatteina siihen, että haluaisimme pitää kekkerimme Otaniemessä, mutta emme kuitenkaan halunneet tilaksi niinkään perinteisiä teekkareiden juhlintatiloja, kuten Servin Maijan Mökkiä tai Rantasaunaa. Lisäksi kolmen ihmisen yhteinen kutsuvieraslista oli melkoisen pitkä, joten kapasiteettikriteerit eivät myöskään edellä mainituissa paikoissa täyttyneet. Bongasimme Urban Millin tuttujen suosittelemana, ja huomasimme tilan olevan juuri sopiva suurten juhlien järjestämiseen. Vuokraus kävi helposti, kun olimme ajoissa liikkeellä.

Markku Markkula EU:n Alueiden komitean puheenjohtajaksi

Laaja-alainen innovointitoiminta ja startup-yrittäjyyden voimistaminen kärkitavoitteet

Suomalaiseen  innovaatiokulttuuriin ja Urban Millinkin toimintaan vahvasti vaikuttanut Markku Markkula valittiin juuri hetki sitten EU:n Alueiden komitean (AK) puheenjohtajaksi.

Kyseessä on suomalaisittain tärkeä ja historiallinen päivä: Markkula on ensimmäinen suomalainen, joka nousee AK:n johtoon. Tunnelma istuntosalissa oli lämminhenkinen; ja uusi puheenjohtaja sai voimalliset suosionosoitukset.

Laskennallinen ja avoin tiede, big data, datakeskusekosysteemit sekä sähköiset infrastruktuurit mahdollistavat kilpailukykyisen Suomen

Suomen kilpailukyvyn ja suomalaisen tieteen menestymisen varmistamiseksi CSC – Tieteen tietotekniikan keskus esittää, että tulevassa hallitusohjelmassa huomioidaan seuraavat keskeiset tavoitteet:

  1. Uuden supertietokoneen hankinta käyntiin, suurteholaskennan käytön laajentaminen
  2. Kasvua ja työllisyyttä datakeskusinvestoinneilla ja datakeskusekosysteemeillä
  3. ”Data is the new gold.” – Data digiteollisuuden raaka-aineena
  4. Tietoliikenneyhteyksien kehittämisellä lisää investointeja
  5. Tiedonhankintalainsäädännön kehittäminen ei saa vaarantaa Suomen kilpailukykyä

Land use planning course closing in Urban Mill: students featured mixed and flexible usage of spaces and a “24/7 life” in Otaniemi

”The Land Use Strategies and Planning Cooperation course, arranged this year as a part of the SASUI (Systemic Architectures for Sustainable Urban Development) research project, culminated in student presentations on 3rd December in Aalto Built Environment Laboratory (ABE) Space in Urban Mill. The topic of the presented project works was the Otaniemi area in Espoo. Commenting on the work in the audience were also the representatives of Espoo city planning office. The course is organized by YTK Land Use Planning and Urban Studies Group.

During the course, one of the students’ tasks was to prepare normative and explorative scenarios depicting the future of the Otaniemi area. In strategic planning, a normative scenario describes a future with desirable outcomes, and an explorative scenario a future with undesirable outcomes. Both scenarios should present credible trajectories. For example, an explorative scenario depicts a trajectory that is likely to unfold if identified threats are not adequately responded to.

Among other things, the students’ normative scenarios featured the idea of mixed and flexible usage of spaces and a “24/7 life” in Otaniemi. In contrast, in the explorative scenarios, sticking to one purpose per space led into an area without activities in the evenings and nights. The threat of global warming inducing weather uncertainties and rises in the sea level in the coastal Otaniemi was also a part of one explorative scenario. The students utilized the three screen system of ABE Space to show the visualizations of the scenarios.

In a discussion following the presentations, Espoo city representatives asked questions and the students reflected on what they had learned during the course. One student pointed out that from strategic perspective it feels hard and even unfruitful to consider one area in isolation as it is strongly affected by global and local trends. Despite the challenges, the point of view of looking things from a strategic long term perspective was deemed important.

A closing statement by the organizing teacher Raine Mäntysalo was that creating such scenarios together with different stakeholders would be beneficial for any planning process. This would perhaps motivate the stakeholders to work on reaching the normative scenarios together. This in turn, would shift the regulative perspective of city planning into a perspective of common mobilization.

Aligning interests through a dialogue between the stakeholders of an area and co-design in city planning are exactly something Aalto Built Environment Laboratory aims to facilitate and study.
